How to fix, can't open internet options from control panel

I had problem to run internet options on winxp. Some rootkit block this.

I found path for this program

c:\windows\system32\inetcpl.cpl

I Copied from other winxp, and replace blocked files to resolve issue.

inetcpl.cpl
inetcpl.cpl.mui
inetcplc.dll
