Hi,
I had this error mes­sage, when i’d tried install new printer :

printer drivers cannot be installed because there are incomplete 
print jobs remaining on this printer or other printers

What you have to do is

1, DELETE all files from 

C:\Windows\System32\spool\PRINTERS

2, restart ser­vices with name : Print Spool­er

3, Now you can install new printer 🙂
